Where this letter sits in the sequence
The Automated Underreporter programme has stages. A CP2501 is the inquiry stage: the system has found a mismatch — for digital assets, usually between a broker's Form 1099-DA and your Form 8949 — and is asking you to explain it. No additional tax has been proposed yet. If the response resolves the mismatch, the file closes. If it does not, or if no response arrives, the next letter is a CP2000 with a proposed amount due, and after that the road leads toward a statutory notice of deficiency.
That sequence is the whole strategy: every stage you resolve early is a stage that never hardens into a number.
Why crypto returns land here
The same reason they land in CP2000: gross-figure matching. The broker reports proceeds; basis travels only when the broker held it. A transferred-in lot shows proceeds with no cost, the system reads a gain you never had, and the mismatch letter follows. The answer is the same reconciliation described on the 1099-DA page: every line matched to a lot, corrected on Form 8949, with the records that prove it.
What to do this week
- Find the printed deadline and write it down. The window on a CP2501 differs from other notices — read it off the letter, never assume the length.
- Compare the notice's list against your own records. The letter identifies the third-party documents it is matching. Pull each one and find the lot it belongs to.
- Respond with an explanation, not just a feeling. A reconciliation — this line, this lot, this basis, this record — closes inquiries. "The broker's number is wrong" without the record does not.
- Check for years the letter does not mention. If your reconciliation exposes unreported earlier activity, stop and read Amend, quiet disclosure, or voluntary disclosure before sending a signed statement about anything.
- Send it traceably and keep the copy. The response you can prove you sent is the only response that counts.
Is this less serious than a CP2000?
Less advanced, not less serious. It is the same matching, one step earlier — which makes it the best letter in the sequence to receive, because it is the one where a complete answer costs the least. The mistake is to treat "no proposed tax yet" as "no deadline yet."
